You can file a state tax return for free via many tax websites and providers, such as TaxSlayer, which offers free filing for very basic state and federal returns. Going straight to your state's tax website is also an option—many offer free filing for state tax returns. And the IRS also offers Free File if your adjusted gross income is below a certain threshold.

What is the ST-1 state tax?

The ST-1 is a form for state sales and use taxes. Some states like Massachusetts and Illinois require businesses to file form ST-1, the Sales and Use Tax Registration Certificate.
